Andrew T. Walker, director of policy studies at ERLC, recently spoke with Bryant Millsaps, president of Tennessee Baptist Children’s Homes, about the agency’s commitment to operating without government funding, a policy in place since its founding in 1891. The stand keeps the organization dependent on and accountable to Tennessee Baptists and frees them to be openly evangelical, a rarity even among faith-based welfare groups.
